Actually, something doesn’t have to be made with the intention of being moe to be moe- moe, ultimately, is decided by anime fans. Companies can produce anime that is moe, but they can also make anime without that intention, where there are still characters who are considered to be moe.

It’s true, but that’s a whole ‘nother beast. There’s the whole genre (if it can even be called that) of moe, which is specifically built around that purpose, and there’s the “THAT THING I WILL CALL MOE” thing, which really depends on what you fap to.
